Flowline.
OUR MISSIONConnect imported LPG to dependable industrial supply through a proposed port-linked terminal in Haldia.
OUR VISIONStrengthen Eastern India’s energy logistics with safe storage and a reliable route from ship to customer.
A project story, one decision at a time.
Choose a chapter to open its detail. Start with the asset and market, then review the operating model, funding plan, ownership proposal and delivery path.
01THE ASSETProject & capacityA proposed ship-to-terminal-to-customer LPG corridor, anchored in Haldia.Open
Imported LPG, propane or butane
2 × 12,500 MT proposed tanks
Pipeline connectivity under development
Renewable leasehold from Haldia Development Authority, stated to run to 2096. Conversion and mutation are reported as pending for part of the land.
New 7–8 km port pipeline or an IPPL tie-in / extension; neither route is presented here as fully permitted or contracted.
02THE DEMANDMarket size & capacityA 25,000 MT project concept in a large and growing LPG market; local offtake still needs to be contracted.Open
Same source table shows 41.026 MMT for 2030–31 and 47.673 MMT for 2035–36. Sponsor document labels the future values as expected.
National market figures are transcribed from sponsor materials referencing PPAC and have not been independently verified for this presentation. The customer figure is conditional, not contracted throughput. Storage capacity and annual throughput are different measures.
03THE MODELRevenue projectionSponsor model at a single illustrative operating case, with monthly and annualized figures.Open
| Revenue line | Model assumption | Monthly | Annualized |
|---|---|---|---|
| Storage | 15,000 MT × ₹350 / MT | ₹52.50L | ₹6.30 Cr |
| Throughput | 15,000 MT × ₹650 / MT | ₹97.50L | ₹11.70 Cr |
| Terminaling | 15,000 MT × ₹100 / MT | ₹15.00L | ₹1.80 Cr |
| Bulk sales contribution | 5,000 MT × ₹5,000 / MT assumed net margin | ₹2.50 Cr | ₹30.00 Cr |
| Model total | Rates marked for verification | ₹4.15 Cr | ₹49.80 Cr |
The source calls this an estimate and says rates must be verified. Bulk sales is presented as minimum net profit per MT, while the model combines it with service revenue. Validate margin basis, volume overlap, utilization, taxes, financing costs, depreciation and working-capital timing before treating this as a forecast. EBITDA is not investor ROI or IRR.
04THE FUNDINGCost estimate & working capitalDetailed source-model costs, grouped by capital expenditure, inventory and monthly operating needs.Open
Capital expenditure · sponsor estimate
Source model describes costs as assumed / estimated and says they must be re-verified. HAZOP / environmental reports and approvals appear without separate priced line items; confirm whether included elsewhere or additional.
Working capital build
Monthly factory & office overhead

Currency in Indian rupees. The source model’s 20,000 MT opening inventory and 12-month overhead assumptions are presented as supplied; financing terms, interest, tax, contingency adequacy and later inventory cycles need separate analysis.
05THE PARTNERSHIPInvestor raise plan & cap tableA proposed 51% founder position for Shivam Gases, with a staged funding discussion for incoming partners.Open
This is a proposed target structure, not a verified current cap table. Existing shareholding, fully diluted capitalization, option pool, investor subscriptions, share allotments and shareholder rights were not supplied.
Feasibility, route studies, engineering, land documentation and approval work.
Validated terminal and pipeline capex, long-lead equipment and construction drawdowns.
Commissioning needs, opening product inventory and agreed working-capital facilities.
Illustrative sequence based on the project’s development needs, not a formally approved financing plan. Round sizes, pricing, valuation, dilution, instrument, investor rights and timing require sponsor and investor agreement.
Investor amounts, instruments, equity allocations and signed subscription evidence were not included in the materials reviewed. The cap table above therefore shows the sponsor’s 51% target and a 49% residual pool only.
06THE PATHCritical tasks, permissions & NOCsA diligence roadmap that separates sponsor-reported progress from current approvals still to obtain.Open
Use this as a working diligence tracker. Document status should be confirmed with current copies, issuing authorities and project counsel before reliance.
Sponsor materials say conversion and mutation for 52 of 500 decimals are in progress. Confirm current records and completion evidence.
A new 7–8 km port line and an IPPL tie-in / extension are alternatives. Route drawings, survey, land access and right-of-way approvals need to be finalized.
The supplied 2005 and 2015 letters discuss potential supply subject to terms, design and statutory approvals. They are historical correspondence, not a current project approval or supply commitment.
The historical IPPL letter specifically calls for PESO approval. Confirm the full current licence, design, fire-safety and process-safety requirements with the appointed engineers and authorities.
The sponsor proposal says a project NOC was discussed, subject to legal requirements. Existing permission for the current business does not establish approval for this terminal.
Sponsor materials refer to a customer LOI / intent for up to 12,000–15,000 MT per month, dependent on storage and jetty-line connectivity. Signed volume, price and term commitments are not shown.
Finalize the technical option, layout, detailed engineering, HAZOP / environmental studies, utility upgrades, construction permissions, commissioning and operating licences.
Shivam Gases brings a local operating base and a Haldia development concept.
Sponsor materials describe an existing LPG business, a 5-acre site beside IPPL’s terminal and prior LPG operating experience. Investors should verify licences, site records, technical plans and the status of current partnerships in diligence.
Existing LPG bottling and tanker degassing / purging operations are described in sponsor materials.
The proposed terminal is adjacent to an existing import terminal, with port access and pipeline rights still to be formalized.
Supergas and VCVX are shown as sponsor-reported onboarded participants; participation details remain to be documented.
Help shape the next stage of Project Flowline.
We invite investors and strategic partners to review the assumptions, discuss the funding structure and help progress the project through diligence and development.
